I'm assuming households and vehicles sum up to be the majority.
# paint cans used = # paint cans for households + # paint cans for vehicles
# paint cans for households = # number of households * # rooms per household * # paint cans per room
# number of households = population / average family size = 1billion / 4 = 250million
# paint cans for households = (250million households) * (2 rooms/ households) * (1 paint can/ room) = 500million paint cans
Considering each house needs repainting every 10 years, thats 50million paint cans being used for houeholds per year.
# paint cans for vehicles = # vehicles * # paint cans per vehicle
# vehicles = # number of households * % household with vehicles * # vehicles per household = 250million * 30% * 1= 75million vehicles
# paint cans for vehicles = (75million vehicles) * (2 paint can/ vehicle) = 150million paint cans
Considering vehicles require to be repainted every 5 years, thats 30million paint cans being used per year for vehicles.
Total = # paint cans for households + # paints for vehicles = 50 + 30 = 80million paints cans per year
