The person/user group that I can think of based on the ask are
1) Tourist who speak/understand the local language
2) Tourist who doesn't speak/understand the local language
3) Business person/Corporate traveler visiting the city/place for one or more days
The common user requirements for all the group about touring app in an offline mode are
1) They want the best way to go from A to B
2) Since they are tourists, would eat out and need to present the restaurants
3) Emergency information to be made available
4) Public washroom information
5) Crime rate/safe neighbourhood information
For #2 user group,they need to have this information available in their selected language.
For #3, they would want to know information on good coffee shops/restaurants/plug and play offices where they can meet their client/prospect etc.
For this discussion, we'll focus on user group #2 i.e. Tourist who doesn't speak/understand the local language
Here are the users needs for this group:
1) They want to go from one place to another with landmarks and other information presented in their chosen language
2) They would like to easily understand the restaurant location and the menu options
3) They should be able to take public transportation
4) They would like to ensure they are traveling through a safe neughbourhood
5) They would like use public washrooms during their tour
6) In case of emergency, they would like to have the information handy to reach out
There are multiple others, but to design a solution, we would focus on the above needs

I would take all the features that qualify for MVP on priority for releasing the application. Based on the customer impact and revenue combination, other set of features can be prioritized.
