My understanding is that the goal here is to build and release the google anlystics. So I would treat this a product design question.
Approach:
1. Understand the promot better
2. Establish the goal
3. Define user segments
4. Define user pain points
5. Develop features to solve the pain points

Questions:
Candidate: Is the internal-facing product or external-facing product?
Interviewer: External
Candidate: Is it new feature built into a google spreadsheet or standalone app?
Interviewer: Standalone app
Candidate: Will it be built for US or WW?
Interviewer: WW
Goal: I assume that the goal is to a build analytics software that can used for analyzing the historical data and making predictions, thereby help inviduals to make reponsible financial desicions.
User segments:
1. Businesses/enterprises
2. Consumers
3. Academic institutions
I would prioritize the end consumers, because they are underserved currently and google can make a difference in their life with this tool.
Pain points/Solution/ROI
Pain point:
Understand their own finances
A. It is cumbersome for the customers to analyze their spending habits
Solution: Google analytics will be integrated with customers credit cards system, in turn google will analyze the spending patterns of the customers and build the dashboard showing how much customers spend on essestials (grocery, food), vacation (travel, sighseeting), drinks, cigarettes, etc
Effort: High, need to integrate with all the credit card companies
Impact: High, once we make it easy for the customers to understand their spending habits, it will help customers to make wise financial decisions.
Convinience
B. Customers find it diffcult to keep track of all their payment obligations a) credit card dues b) rents c) utilities that customers sometime forget to pay the bills and incur penalties
Solution: Customers can choose to allow google analystics to track the customer e-mails, payment history, and browser activity, therefore google can remind the customers to pay their bills and can let the customer pay their bills with one click
Effort: Moderate, this app will read into customers mails to offer them better service
Impact: High, it will save money for customers by avoiding penalities
Planning, saving
C. Customers need to spend a great deal of time and energy to do financial budget planning and end up making bad finance decision
Solution: Given their income, customers does not know how to allocate the budget towards house rent, travel, vacation, etc, leading to over-spending and debt
Effort: Moderate, this feature will require AI that factors-in the inputs from the economists, among others, and to make a intelligent budget recommendation based on the income, lifestype, finance goals of the individuals, etc.
Impact: High, this will help to reduce over spending and debt
Forecast
D. Customers make impulse purchases that they end up in debt
Solution: When customers make big impulse purchase or gamble relative to their income level, the app will predict the impact of the purchase decision on their net savings, debt increase, etc.
Effort: moderate, it requires building an finance algorithm
Impact: High, it will help to drive the customers towards responsible financial decisions
Future planning
E. Customers are unable to estimate their own net worth at present and present their networth into the future
Solution: Build an financial model that accounts for the customers income trend, investment portfolio and spending habits and estimates the customer networth at present and also predicts the networth into the future
Effort: Moderate, need to partner with academicians and finance experts to build an financial model into the google analytics app
Impact: High, this will enable their customers to plan their future in terms of buying home, car, etc.
Prioritization
If I can prioritize only one of the pain points, then I would build a google analytics feature that help the customers to do the budget planning. This will help to reduce the debt and allivate the stress in the lifes of the indivudals.
I would like to answer this as a product launch question and also an exec summary question :

I will answer this question as a product launch question:
Step 1- Define Scope- We will launch Google Analytics only for web platform (not mobile or device) for websites hosted out of US Geo i.e server i/ps originating out of US regions e.g. east, west, central etc.
Step 2: Goal- Goal is to soft launch Google analytics for customers who already advertise on Google Search platform. Since they advertise on Google Search platform. Google analytics service can be offered to them to analyze customer usage of their apps
Step 3: For all existing customers of Google search supported advertisers, offer Google analytics for free for a month. For all new customers of Google Search supported advertising platform, offer Google analytics as an additional option with a fee. We can can also offer a discount for a month.
Step 4: Implementation Plan
Pre launch-
a) Marketing email to all existing customers of ad supported search platform about launch of Google Analytics with an option to learn more about the service
b) Ads in tech magazines e.g. Wired, Popular Mechanics as well as business magazines like Forbes, Businessweek
c) Follow up by customer service professionals about this new service
Metrics to monitor:
Awareness- Ad exposure, searches for Google analytics
Acquisition- Click through rate for ads, queries about Google analytics to customer service professionals
Launch-
a) Provide link on Search ads sign up platform for subscribing to Google Analytics
b) Marketing offering video demos to use the product
c) Target marquee customers to conduct a free POCs on their websites
Metrics to monitor:
Activation- # of users signed up for the service
Engagement- # of features used by customers, pages used etc.
Pre launch-
a) Address any customer complaints
b) Follow up with emails/ calls on customer experience with the product
c) Proactively ask for feedback
d) Monitor customers who did not renew the service after a free month as well as customers who referred service to others
Metrics-
Monetization & Retention- Customers who extended the service after a free month, type of service signed up e.g. basic tier, premium tier etc.
Referral- Customers who referred the service to other clients
