I would like to start with the following clarifying questions and assumptions

1) Is this a mobile app or both Web-based and Mobile based?

2) What do you mean by price-optimized manner? Does this mean the Vaccination prices should be the same for all citizens irrespective of class (Middle class, Upper Middle Class, Rich, poor) or should it be subsidized/made free for lower class citizens? 

3) Do we have any time frames within which we need to achieve this 80% coverage across India?

4) Do we have any time constraints w.r.t Resources, Development Timelines, GTM, etc?

5) By 80% coverage - Does this mean fully vaccinated citizens or do we also take citizens in this 80% coverage criteria even if they have 1 dose of vaccine and are scheduled for the next dose sooner?

6) Are we covering all Age Groups or only 18 Plus for now? - Assuming 18 Plus for now

My assumption would be to build a Mobile App that would help citizens to get vaccinated and track vaccinations. It should also help the Govt agencies/Health Dept to track unvaccinated people in a region and drive vaccination coverage among those to achieve the 80% target. Also assuming that vaccination prices should be subsidized based on the citizen class. Even if a citizen has received one dose, they should be included in the 80% coverage.

The app also should support predefined payments to reduce the time for the vaccination process.

User Groups 

1) Citizens who register on App and track their vaccination status

2) Govt Agencies/Health Dept - Who would like to track the vaccination status, especially for those who are not yet vaccinated to ensure the goal of an 80% vaccination rate

3) Vaccination Center: Who uploads the vaccination details on App after a citizen is vaccinated.

Since we also have to track the 80% coverage, it is important to focus on 1) and 2) to start with.

User Journey

Citizens:

1) Registration on the app

2) Decide on the nearest vaccination center and free slots

3) Schedule a date for vaccination and book the slot for a center

4) Ability to pay in advance to avoid long queues at a center

5) Reminders of free slots or when a slot is canceled by an existing user etc

6) Track the vaccination status in App

7) Download the vaccination certificate after vaccination.

8) Travel to the vaccination center

Govt Agencies/Health Department: 

1)  Able to track unvaccinated citizens in a region and Follow up with citizens who are not vaccinated or are overdue for a second dose

1) Find out which users are already registered but not vaccinated. Send Push notifications/SMS to these users with the nearest vaccination center details based on their location/phone number
2) If there are users with Aadhar from the Aadhar database who are not yet registered or vaccinated, the Govt agencies can download such a report periodically and decide on the next steps offline. This would help them to track such cases proactively and follow up with them on a periodic basis which should help them to drive the 80% coverage.  The government Can also come up with stringent rules like no access to public property, Transport, Malls, and Tourism if not vaccinated. This can be also sent as a message via SMS during point 1) above. This should encourage citizens to come forward and get vaccinated

Launch and Rollout: 

 1) First I would launch this and test this with a smaller population (say employees of Some Govt Agencies, Front line workers, etc) to check usage, adoption, successful registrations, successful transactions, Unvaccinated Report usage, etc. Also track app crashes, bugs, etc

2) Once it's successful , I would then roll it out for the entire population above 18 years across India. From a technical point of view, this should scale to a larger population (more concurrent users using the app at the same time), have low latency (quick to access and perform transactions)

 

Metrics

1) Number of users registering for the app post-launch.

2) Number of successful transactions carried out like booking /scheduling a slot, Updating Vaccination Status 

3) Number of certificate downloads

4) Number of report downloads carried out to track the unvaccinated population over time (WAU, MAU) and take actions

5) Number of SMS, Push notifications sent after finding unvaccinated citizens (considering they have mobile numbers registered with Aadhar Or they have registered on the app)

Trade-offs:

The Solution is based on an App and some populations in India especially Villages may not have smartphones. A potential way to handle this would be to register them on behalf manually at the vaccination center itself.
