How would you design a security badge system for Google buildings?

This is a product design question:

Step 1: Clarify the qn:

1) Is this an id card or image based admission system?

2) Does the id card type need to vary depending on employees vs contractor and support personnel

3) Is it mandatory to wear the card around the neck or the waist

4) Does the ID card also need to be used for any payment related purposes in the cafeteria?

5) Do you want to ID card to store other personnel information

Step 2: Select user group

User group 1 - Employees

User group 2-  Contractors and supporting personnel

User group 3- Security adminstrators

User group 4- Security personnel at gate

User group 5- Company HR department

I will focus on employees

Step 3: Pain points

1) I am concerned by the quantum of biometrics collected by the company about me

2) I need one single card to be used as an ID and for all payment purposes inside the company

3) I dont want to swipe the card on the gate due to card picking up bacteria from the sensor

4) ID cards are very delicate and break easily. The card needs to be smaller and stronger

5) The ID card should easily work across geographies

6) The card should be able to share important health information during emergencies

Step 4: Prioritize painpoints

Priority 1- High Impact, usage frequency and relevancy

1) I am concerned by the quantum of biometrics collected by the company about me

2) I need one single card to be used as an ID and for all payment purposes inside the company

3) I dont want to swipe the card on the gate due to card picking up bacteria from the sensor

4) ID cards are very delicate and break easily. The card needs to be smaller and stronger

Priority 2- Medium Impact, usage frequency and relevancy

5) The ID card should easily work across geographies --> Since most of the employees will never leave a single office

6) The card should be able to share important health information during emergencies --> This is required but not a deal breaker as emergency agents will ask this questions or have the hospital look it up.

Step 5 - Solutions

Solution 1-  An image based ID solution has advantage over swiping a card but want the company to only capture the face and not the rest of the body

Solution 2- If non image based solution is used, want a stronger sensor so that the we dont have to lean near the gate or the door for it to capture the card credentials

Solution 3- The ID card should also integrated with a payment interface to pay for food and other purchases inside the campus

Solution 4- The card needs to be small and strong similar to a tile card so that it doesnt break and is easy to maintain

Solution 5- The ID card will work with with the elevator sensors to allow elevator to drop an appropriate floor

Solution 6- The ID card should allow to share  contacts between employees by tapping cards between them

Solution 7 -  Use the card as a secret alarm in case someone gets threatened on the campus

Solution 8 - Use the card to make purchases even outside the campus

Step 6 - Prioritization of solution

Priority 2 - Medium Impact and High/Medium implementation cost

Solution 2- If non image based solution is used, want a stronger sensor so that the we dont have to lean near the gate or the door for it to capture the card credentials --> This a bit risky since it might result in tailgating

Priority 3- Low impact and High/Medium implementation cost

Solution 7 -  Use the card as a secret alarm in case someone gets threatened on the campus --> Unlikely given the close circuit TV coverage in the campus

Solution 6- The ID card should allow to share  contacts between employees by tapping cards between them --> People share numbers, tapping cards is a bit awkward too

Solution 8 - Use the card to make purchases even outside the campus --> Required but would need a high implementation cost
