You are the PM for TikTok's Android app. The app's Play Store rating has dropped drastically from 4.2+ to 2 in India in less than a week's time. It is mostly due to a surge of trolls downrating the app. What is your plan of action?

1. How long has this been happening? – The ratings have crashed in the last week, but let’s say that the issue of trolls downrating the app has been happening for the last 1 month.
2. Is this happening only across Android or even iOS? - Only Android.
3. What is the impact of this? – Is this only mean that people are not downloading it or is there a risk of being removed from the app store? – Assume that if this falls below 2, then there is a risk of being removed from the App Store and that obviously impacts $$$.
4. What portion of the user base is on Android and what is the growth rate? – Assume 60% of the user base is on Android and the YoY growth is around 20% and expected to remain steady.
5. Is there any impact to existing customers who have download the app? Such as uninstalls, inability to upgrade etc.? – Assume no impact.
4. Are there any constraints that I should be aware of? – Assume nothing else.

Goal of the Company:
The goal of TikTok is to help promote creativity and spread joy -Hence, even keeping business metrics aside, it is imperative that we resolve this problem.

Problem at hand and Impact:
As stated, trolls are intentionally providing low/bad ratings for the app on Android play store since the last two weeks that has brought the overall rating of the app dangerously close to the breaking point of being removed from the App store.
Impact: this impacts the ability for new creators or consumers from downloading the app which in turn affects the long term revenue of the product.

Apart from this, it also affects the reach of content creators and sellers who might want to specifically target new users on the platform for their content or for shopping. This could cause content creators and advertisers to shift their time to other growing apps. This will again impact the revenue of TikTok down the line.

Real world impact to key business metrics such as customer acquisition, reactivation and growth.

What can we do?
Before we get into solutions, we need to first understand why Trolls might be doing this to the app on the play store?

You cannot rate an app if you do not download it – So, it would be interesting to see users who have downloaded the app from the play store in the last 2 weeks on android and see usage patterns. Typically, trollers would be the ones that download and do nothing else just so that they can give a bad review-  we can correlate the download data for the app in the same time period and see if that is the case – if it is – then we know what we are dealing with.
We can work with Google to share this list of potential fraudsters and maybe get some data on average rating – if this can be shared.


To be on the safe side, I would also check a few things:

External factors -
1. Is there another app that competes in the same space that these trolls want to promote and users to download instead?
2. Was there some bad press about TikTok that has caused this – maybe some reports saying that there are specific things about TikTok and Android that caused this?
3. Was there an issue with Google Review system that erroneously reported this and caused the average rating to go down?

Internal Factors -
1. Was there an issue with the build on the play store for Android app that is causing this?
2. Was there some funnel issue that caused bad rating such as app not opening or unable to register or something – if so, I would try and fix that as well.

Background - Recent event of Trolling between YouTubers and Tik Tokers led to a trend on twitter requesting to Uninstall Tik Tok

Clarifying question -

Is there a reduction in user engagement - No, user engagement shows no sign of reduction or increase

Is there a surge in App turnover ( Uninstall) - Yes there has been a little uptick in the uninstall rate

Is there a reduction in acquisition ( % download)  - No, it is still the same but it may reduce significantly if the ratings issue is not addressed

Is there a reduction in activation - Not yet but expectation is that it may reduce in  future if the ratings issue is not addressed

 

To summarize the problem statement - Though user engagement has not reduced but people leaving the platform has increased and if the application ratings are not addressed - App download and activation will be severly impacted

 

Solution

I will categorize my solution Strategy in 2 major Category

  1. Short Term
  2. Long Term
 
1. Short Term strategy
  a. Address the issue -->
        -  Promote the education content which helped in spreading awareness during pandemic and state its impact
        -  Promote the top 10 trending entertainment videos of the week
b. Make the existing users/creators your brand ambassadors
      - Tik Tok has 1billion downloads however only 26million reviews - Request the existing frquently engaged users to rate the App  
        infact run promotions to rate the app
 
2. Long Term strategy
  a. Product improvement - In order to make Tik tok frictionless, there are not many questions being asked to the users who have
      newly downloaded the app - I will change this approach
   -  Current options of preference are just tile with a text- I would change it with some preview of the kind of content under each
       category
   - Using my current user profile data - I will try to define user cohorts ( e.g. Age -15-18, Gender - Male, Location - Tier 3 city likes specific type of content  )  and I will present the video Category as per the Cohort to make it more engaging
 
b. Engage with content creators of other Platform and provide them requisite support to create content on Tik tok

This question seems to be more aligned to marketing strategy than product strategy.

Great set of clarifying questions. Though problem statement summarized above isn't clearly stating the goal.
Is it to increase/maintain acquisition rates? Or is it to reduce/maintain retention rates?
I would rather focus on acquisition as people using the app already know the value it brings are not the immediate cause of concern.

Now acquisition is in itself more of a marketing activity rather than product activity.
And Short term strategies listed above are reflecting that and are great suggestions for building brand awareness.
We could also have a brand identity campaign as a suggestion - Defining and campaigning what is unique about Tiktok? - Attention catching short videos - which makes lot of sense in this fast moving world

Long term strategies listed above are related more to product improvement and product strategy.
a) 1. User feedback is not a practice, which impacts product improvement.  - It is a reasonable thing to do, but we should first ask the question, " why are we going for product improvement? what is the goal?"
Let's assume that we are seeing that there is a fall in session times and our goal is improve the user experience to maintain/increase the session times of users.

a) 2. Would change the preference simple tiles to preference preview tiles - why? Have you done the analysis if this is a pain point for the users? May be not, since categories are some self-explanatory that they don't need preview. Lets say its a simple App for simple use.

a) 3. Cohort/Groups - Again, first see if there is a pain point? Do we actually need to create groups or Tiktok wants to promote a generic entertainment content for all irrespective of gender, age etc.

Let's assume we have this as a probable unknown pain point and we can address this to better the engagement and hence the session times which is our primary goal.

Now, we should go into the details of creating solutions around this pain point, as in how we can show more relevant videos to users? - Solutions - X, Y, Z (Here starts the Product Design Question..)

b) 1. Before engaging with content creators from other platforms, we would need to shortlist which platforms CC we can target who would get advantage/value add out of creating content on Tiktok.
