Some clarifying Questions

When you say visually impared passengers do you mean they are completely blind or partially blind
- Completely - Blind - Cannot see anything
- Partially Blind - Can see things , but faces issues to either read or needs glasses to view things

Answer - Completely Blind

When you say users are blind i am guessing they can hear, smell, talk and all other senses are working absolutely fine ?
- Yes - answer
Geo - Will be focusing india ? Answer - Yes

The way i am going to structure this problem is basis Mission, Type of users, Pain points, Solutions, sucess metric

So based on above cirteria though high frequency users reach is limited but impact would be high. We will focus on basically also having a support person/dependant along with to build the expeirence. Once we are able to design a expeience to high frequency users we can extend it to mid frequency
