Well to my mind time = distance/speed
 
401 Million Kms - distance
 
186,000 per second per miles   - speed of light
 
1 mile = 1.60 km 
186000 miles = 186000*1.60 =314340 per second per km (speed converted in kms metric)
 
Final math 401*1000000/314340= 1275 seconds 
1275/60 = 21.25 minutes 
 
Time = distance/speed 


Another way to solve this is 
 
Distance between Earth and Mars is 4 *10 ^11 which is 400000000000 km
 
and Speed of light is 3*10^8= 300000000 so Speed =distance/time = 1333 seconds/60 = 22minutes
